THEN: Through the late 1870s the Starr Mill at the waterfront foot of Seneca Street was the primary provider of flour and feed to locals. The unnamed photographer’s back is to a log seawall (1876) that held Front Street (First Avenue) above the waterfront. The mill was supported on some combination of rubble and pilings.
